13. Urban Extensions Site Development Economics Study

 

The Urban Extensions Site Development Economics Study, completed in February 2009, was prepared by DTZ on behalf of the joint working councils. The purpose of the study is to undertake an assessment of economic viability of the preferred urban extensions as identified in the Core Strategy Preferred Options document. 14. Equality Impact Assessment

 

The primary function of the Equality Impact Assessment is to determine whether there is an impact on different equality groups. Equality Impact Assessments can be applied to eliminate direct and indirect discrimination and to promote equality as a tool to improve services. You can view the document here.

 

15. Employment Land Availability

 

The Employment Land Availability Reports, undertaken for the Luton Borough area, monitor consents for planning permission and changes in employment land over a twelve month period. The last Employment Land Availability document reports on the situation as at 31st March 2006. You can view this document here.

The Employment Land Availability data for southern Bedfordshire forms part of the Joint Annual Monitoring Report, referred to below.

17. Housing Land Availability

 

Housing Land Availability Reports are undertaken annually by each of the councils. The latest reports assess the availability of housing land in Luton Borough, as at 31st March 2007, and South Bedfordshire District, as at 31st March 2008. Importantly, the reports provide a breakdown of housing provision in relation to the requirements of the Milton Keynes South Midlands Sub Regional Strategy (MKSMSRS) and East of England Plan. An updated report for Luton to cover the twelve month period to 31st March 2008 is currently being prepared.

18. Housing Requirements Studies

 

Opinion Research Services (ORS) were commissioned to undertake a Housing Requirement Study for South Bedfordshire District Council in 2004 and separately for Luton Borough Council in 2005. The studies provide an assessment of housing needs and demand while identifying any short falls that exist in terms of housing provision. In addition they analyse the extent to which the existing housing stock can accommodate any short falls.

19. Bedfordshire and Luton Gypsy and Traveller Accommodation Needs Assessment

The needs assessment research identifies the nature of both accommodation and housing-related "support" needs within the Gypsy and Traveller community.  A key component of the study is to provide a reliable assessment of the number of additional pitches that authorities in Bedfordshire and Luton need to make provision for, through the planning system, over the next five years. 20. Bedfordshire and Luton Travelling Showpeople Accommodation Needs Assessment

The needs assessment research identifies the nature of both accommodation and housing-related "support" needs within the Travelling Showpeople community.  A key component of the study is to provide a reliable assessment of the number of additional pitches that authorities in Bedfordshire and Luton need to make provision for, through the planning system, over the next five years. 21. Infrastructure Delivery Plan and Funding Study

The Infrastructure Delivery Plan and Funding Study was undertaken by AECOM and was completed in October 2010. The study determines the overall scale and spatial allocation of infrastructure required across Luton and southern Central Bedfordshire.

22. Strategic Housing Market Assessment (SHMA)

The SHMA was undertaken by Savills and ORS and was completed in March 2010. The study assesses housing need within Luton and southern Central Bedfordshire and recommends targets for affordable housing.

23. Landscape Character Assessment

The Landscape Character Assessment was undertaken by Land Use Consultants and completed in April 2009. The purpose of the study is to assess the the various rural landscapes in the area and describe how those landscapes can be maintained and, where appropriate, enhanced.

24. Sustainable Development and Adaptation and Mitigation of Climate Change Study

This study was undertaken by Parsons Brinckerhoff and was completed in February 2010. The study assesses the potential for the implementation of low and zero carbon technologies in Luton and southern Central Bedfordshire  and recommends specific targets for the area.

25. Village Sustainability Technical Paper

This paper was prepared by the Joint Technical Unit. The purpose of it is to assess the sustainability of the rural settlements within southern Central Bedfordshire based on access to services and facilities.

26. Housing Provision Technical Note

This note outlines a set of “nil net migration” forecasts which derive from the Population Model developed originally by Bedfordshire County Council and managed now by the Research Liaison Group (run jointly by Bedford Borough, Central Bedfordshire and Luton). 27. Employment Provision Technical Note

This note summarises a methodology to calculate an implied reduction in the required provision of employment land. This reduction arises from both the decision to progress the Core strategy for the Growth Area on a 15 year and not 20 year planning horizon, and the from the scaling down of housing provision to meet locally generated needs.
