The joint Local Development Scheme (LDS) of December 2007 brought the need for a joint AMR. The AMR looks at progress in the preparation of the Local Development Framework against the timescales laid out in the joint LDS. It also reports on national and local targets and indicators designed to check the successful implementation of policies controlling development with the overall aim being to encourage sustainable development.
Planning policies differ across the Luton and South Bedfordshire areas and until they are replaced by new joint LDF policies it will be difficult to seamlessly report progress on meeting targets. Despite this, attempts have been made to join up the reporting of indicators wherever possible, with differing indicators and targets separated to assist legibility.
